Chu. “But those challenges are compounded when a teenager happens to be LGBT, and basic notions of equal treatment are brought into question.”The agreement is the result of a DOJ investigation that began when a local transgender teen filed a complaint after being denied access to men’s restrooms.“The fact that this young man was excluded from using school facilities is regrettable to say the least, but thanks to his decision to act and not accept the circumstances he faced, others will not face the same discrimination,” Chu continued. The Arcadia Unified School District readily offered full cooperation with the investigation, and began allowing the student access to the facility while the process was ongoing. As part of the agreement, AUSD will update its policies to reflect sex-based discrimination, including sex stereotypes and discrimination based on gender identity and transgender status. AUSD will also train their administration and faculty on creating non-discriminatory environments for transgender students.“I commend the AUSD, the Department of Education and the DOJ for their diligence and attention to this important situation. Thanks to their efforts, equal rights have been upheld in our community, and this student has one less challenge to face as he navigates teenage years. As they have done many times before, the federal government has stood up for the rights of all Americans.”According to the Department of Justice, in recent years, the Justice Department and the Department of Education resolved a number of cases involving gender-based harassment in public schools. In 2012, the departments entered into a consent decree addressing harassment against students who do not conform to gender stereotypes in the Anoka-Hennepin School District, Minn. In 2011, the departments entered into an agreement with the Tehachapi Unified School District, Calif., to resolve a similar complaint of harassment against a gay student who did not conform to gender stereotypes. Some corn will be knee-high by 4th of July, some won’t

first_imgDES MOINES — It’s been a week of catching up on the growing front after a wet spring put corn planting about two weeks behind. I-S-U Extension field specialist Rebecca Vittetoe the heat will help — but not all the corn will hit the mark in the old adage: “knee-high by the Fourth of July.” She says some of the earlier planted corn will make it — but the later planted corn will be lucky to be knee-high.The corn height is measured by the amount of vegetative growth or leaf collars as it extends upward, starting with V-1. “This week we’ve really seen the crops move along, you can almost see them grow with the heat we’ve been having,” Vittetoe says. “Corn, it probably ranges anywhere from V-2 or V-3 with the later planted corn. To probably, some of that corn is probably V-11, V-12.”The corn can grow to the V-19 or V-20 stage before it tassels out and starts the process of developing the ears. Vittetoe says she doesn’t like being out in this heat, but likes what it does to the corn. “The heat will definitely help it grow. And if we’re going to have hotter temperatures I’d like it — especially on the corn side right now. I don’t want it when the corn is going to be pollinating and tassling and forming that ear,” Vittetoe says. “Having the heat now is going to help push it along and once we reach tassel and grain fill, I’d like it to cool off so we can have a longer grain-fill period.”The corn is normally ready to start the tassling phase around mid-July, but she says that could be the end of July or early August this year. Vittetoe has talked with her colleagues and is hearing there’s a large variance across the state in corn development. “Some cases, I know like northern Iowa, especially northwest Iowa, they had really delayed planting. Other parts of the state, like southwest Iowa were not as delayed,” according to Vittetoe. “It does vary, and even varies within the county too, depending on who got the rain and if if was river bottom too,” she says.Getting the seed in the ground helps ease some of the concern for farmers. “Earlier in May there was definitely a lot of anxiousness. You could sense the stress just talking to people,” Vittetoe says. “You can still feel some of that anxiousness….it hasn’t been an easy growing season by any means. It’ doesn’t seem quite as much, you don’t feel it quite as much — but it’s still there.”The last U-S-D-A crop report listed 62 percent of the corn crop in good to excellent condition. Sixty-three percent of the beans were rated in good to excellent condition. The next report is due out Monday.last_img read more

Tension Surfacing In Parking Garage Talks

first_imgBy John BurtonRED BANK – Mayor Pasquale Menna said he’s had enough with the organization overseeing the borough’s business district, over discussions of the long-debated parking garage. But the organization’s head insists the mayor is mischaracterizing its positions.Menna in an interview with The Two River Times this week expressed frustration with dealing with Red Bank RiverCenter, the not-for-profit management and advocacy organization for the borough’s commercial Special Improvement District. Menna said the governing body would be willing to “go it alone” with any plans to address the downtown’s chronic parking shortfall situation, if the business group were unwilling to participate.“The time for hedging is over,” Menna said. “The time for moving is now.”“He’s creating a problem that does not exist,” countered James Scavone, RiverCenter’s executive director, about any perceived conflict. The issues that Menna has with the business group in part concerns discussions about RiverCenter’s proposed $40,000 contribution, which would cover half the cost of an engineering study for the White Street municipal parking lot, a borough-owned property that would be the location of any future parking garage/multitier deck. The borough government would pay the other $40,000 for the study.Scavone has said his organization would like to see language included in the memorandum of understanding that would guarantee RiverCenter would be entitled to get its money back if garage construction plans don’t move forward in two years.RiverCenter has long campaigned for a garage to address the downtown’s parking deficiency that has had business owners complaining for years that it puts them at a disadvantage in trying to attract customers and visitors to the area.Scavone said at the Aug. 10 council meeting, “We’ve been down this road before,” with talks of a garage or other solutions eventually going nowhere.Menna this week said emphatically that a guarantee would not be included in any agreement. And RiverCenter can “keep its $40,000.”The mayor said borough officials may just move forward on their own with planning – without RiverCenter – if the organization kept to this and other positions that Menna said the organization held. That would mean the business group wouldn’t necessarily have a role in the process if RiverCenter continued to object. “I’m ready to tell them we’ll go it alone,” Menna said. Scavone, however, maintained that the guarantee was not necessarily a deal breaker. “I’ve said publicly a few times, we just want an answer to be able to determine how we would proceed,” he said. “We’re not necessarily saying no if that provision is no.” And there hasn’t been any direct conversation with Menna or any other official on this matter recently, he added. For Menna another sticking point is RiverCenter’s insistence the borough finance and be responsible for constructing any garage. “That is not acceptable to me,” he said. “That is an option the municipality should reserve for itself.”Menna has always maintained any garage “has to make sense” for taxpayers. He has said the most practical option would be to strike a public/private partnership with a private sector developer who would build it with a possible commercial or residential component included to make it financially viable. It would be a very difficult to convince primarily residential taxpayers – who live and vote here – to support bonding the millions of dollars it would take to build a garage, Menna has said on numerous occasions.RiverCenter has advocated a publicly constructed project, but again Scavone stressed the organization was open to discussions about all options. “We’re definitely keeping an open mind.”According to Scavone, meetings with parking experts have shown such public/private partnerships with private developers responsible for public parking facilities are very rare; most communities, like Morristown, wind up opting to construct and manage their own, he said.“I thought they were business people. They can’t take a reasonable risk after 30 years?” Menna said of RiverCenter’s members and their lack of skin in the game (with the 30 years referencing the organization’s nearly three decades). “I guess not.”Whatever direction the governing body may look to move on the parking issue, Scavone is convinced officials will need RiverCenter’s support to get it approved. He was also puzzled by the mayor’s tone. “I’m not sure why there seems to be a desire to drive a wedge between the business community and the residents at this point,” he wondered.last_img read more

CALIFORNIA CUP TURF CLASSIC QUOTES – SATURDAY JANUARY 28, 2017

first_imgJOCKEY QUOTES FLAVIEN PRAT, ASHLEYLUVSSUGAR, WINNER: “I had a good trip. It came really easy. Once he gets the lead he doesn’t want to open up, but he knows he has to keep at least a head in front.”TRAINER QUOTES             PETER EURTON, ASHLEYLUVSSUGAR, WINNER: “He got a perfect ride. I think they (Flavien Prat and the horse) are just getting to know each other. I think Flavvy was just a little bit nervous in the paddock, but the kid is so good, so good. Other than telling him the horse likes to be outside, I didn’t say anything. That was a nice, easy lead that What a View got. I didn’t think we’d get by him for a minute there, but Ashley’s got a lot of class.”As to what’s next: “He’s invited to go to Qatar, but I think he should stay here and run in two months in the mile and a half (in the Grade II, $200,000 San Luis Rey Stakes).” JOE CIAGLIA, PART-OWNER/BREEDER ASHLEYLUVSSUGAR, WINNER: “I was so nervous today, it was crazy. The horse just won the 2016 Cal-Bred Turf Horse of the Year but What a View was second and we’re running against him today. It’s not trying to be competitive but we felt like we had to come right back out and prove that we are the best. We were the best Turf horse last year and now we’re getting to carry that over into this year.“It was very exciting to win this one, I was so nervous. We’ve been running in open company races and people think Cal Bred races are easy but Cal-breds are tough. I was more nervous about this than other races we’ve run in.”“We don’t have a plan. We just wanted to get to Cal Cup and that was our first plan.”center_img             NOTES: The winning owners are Sharon Alesia, Bran Jam Stable and Ciaglia Racing, LLC. MIKE MELLEN, PART-OWNER/BREEDER ASHLEYLUVSSUGAR, WINNER: “The race was very scary there at the end. The other horse, What a View, is a very good horse and has a Grade I win. We knew it would be a tough race and the one hole isn’t his best position but he’s a great horse. What can you say? He never gives up.”last_img read more

Ebola Crematorium Painful Reminder of Crisis for Liberians

first_imgBOYS TOWN–At the height of the Ebola epidemic, smoke from the cremation of bodies would darken the sky here by early morning. The incinerator rumbled like a mini-earthquake, shaking the ground and neighbors’ emotions.“Even the little ones, when they used to see the trucks pass with dead bodies on board, they would call our attention, saying: ‘The people are bringing bodies again; We can see their hands and heads hanging.’ Then we would lock our children indoors. It was very, very fearful,” says Doris Reeves, who runs a small shop across from the crematorium’s entrance. The frightening incinerator has been quiet for months now as Liberia has succeeded in stopping Ebola transmission nationwide. Yet for many, the horrors of the months when Ebola stalked the land are not forgotten and the building’s mere presence is a source of trauma. As Liberia marks the second anniversary Wednesday of its first confirmed Ebola cases, many neighbors say they want to see the crematorium torn down so they can try to forget that terrible time. Nearly 5,000 died in Liberia, more than half of them cremated here in Boys Town, 20 kilometers (12 miles) south of the capital, Monrovia.“Community people want to break it down; but we have been talking to them to engage the government constructively,” community chairman Albert Reeves said. “But we cannot continue to control their emotions.”For now, no decision has been made on what to do with the building, which sits on an acre of sandy land. The site is currently empty, its single black gate shut with a padlock. Items of personal protective equipment — the masks and gloves responders used when handling bodies to try to avoid infection — are scattered about, dark reminders of the scenes that unfolded there. The crematorium had been built decades ago by Hindus from Liberia’s Indian community. But in August 2014 at the height of the Ebola epidemic here, the government banned traditional burials. That decision was made after it became clear that many of the cases stemmed from funerals where mourners had physical contact with the bodies of Ebola victims. The cremation mandate was highly unpopular, leading some to hide victims at home so that they could still hold traditional burials. Later authorities ruled that victims’ remains should be preserved when possible, requiring the crematorium’s 50-some workers to pack bones into barrels after the incinerator’s flames died down. The work was gruesome and extremely dangerous, bringing them into contact with highly contagious corpses day in and day out. Heavy rains would sometimes extinguish the fires, meaning the men would have to repack the bodies and start again, recalled William Tokpah, a cremation worker who is now unemployed. He and his former co-workers now accuse the government of abandoning them once the outbreak got under control and there were no more bodies to cremate.“I did that to help my country,” said Tokpah. “But since then, the government has not paid any attention to us.”Tolbert Nyenswah, the head of Liberia’s Ebola response, denied the government had turned its back on those who assisted with cremations. But he said there are limits to what the government can do beyond trying to provide psychological support.“We feel obligated to every Liberian. We went through a lot of tough time as a country,” Nyenswah said.Reeves, the chairman of a local development committee, has urged authorities to find a new use for the site.“This crematorium could be turned into a recreation center or a hospital or probably a memorial shrine to remove the mindset of our people,” Reeves said.Jiplah, one of the cremation workers, agreed, saying keeping the crematorium in its current condition forces him to relive too many painful memories.“As I speak to you,” he said, “there are bones in holes inside here still.”Share this:Click to share on Twitter (Opens in new window)Click to share on Facebook (Opens in new window)last_img read more

I had it weaved in and the body wave designed it search like a comfortable perm untili washed it it went starter but it is nice and bouncy it even took very well to a slight colour raise,it feels and sits like my very own hair. I will certainly acquire once again.I loved that it covered the total top rated of my head from ear to ear. The density was definitely slender so had to sew in some extensions. It is lasted a few months in terrific problem coz i use palmers olive oil on it so it isn’t going to clump. I can wash and curl it with rollers or curling wand. The hair is prime excellent pity about the density. So i have by no means essentially purchased hair from amazon so i was sort of fearful. The hair is basically amazing. There’s a odor but very little poor. It just smells ‘new’ straight out of the packet ‘new’ a speedy shampoo and some conditioner kinds it out correct absent. There is no shedding (like its very minimum – no difficulty)i requested it exact same day key – came on time which was coolthe reason of me shopping for it was to make my wig. (check out the pics) i purchased fourteen,14,16 inches. I ended up using two bundles (fourteen+sixteen) for the reason that it packs a whole lot of volume. I know it is heading to look astounding. Actually great high quality hair, but way too silky and european for me and if you have comfortable hair. I would unquestionably acquire from this organization yet again, specifically if i am able to good a bundle that’s a greater match for my hair. The totally free eyelashes that came with the hair was impressive far too.The hair is astounding for the cost. Not completely guaranteed if i think it truly is a hundred% virgin, but hey, it operates for me.I appreciate it, excellent option thanks.Genuinely you should with the high quality of hair. The 18 seems to be additional like a 14 and the 20 seems to be like a sixteen. Hairs delicate and barely sheds but it truly is not legitimate to its lengths. The eighteen appears far more like a fourteen and the twenty looks like a sixteen. Reasonable more than enough it truly is body wave but still the lengths are not suitable.Comfortable and appears to be astonishingly attractive. I will unquestionably acquire from this vendor yet again. I suggest this hair to anyone seeking for a real brazillian hair.Hair would seem to be excellent high quality experienced it in a 7 days and no tangles. Hair appears to be great high quality had it in a couple times and no tangles so considerably. Nevertheless the hair is incredibly shorter. I bought 10′ 12′ 14′ and when i compared it to other hair i by now have it arrived up alot shorter. Certainly will obtain once again but much extended lengths.Had this hair for more than 3 months and it is so incredible – it did not lose or tangle at all. I bleached, reduce and dyed it and it nevertheless feels awesome.Fantastic, but a minor thin on the finishes. I purchased sixteen and 18 inch bundles. The hair good quality is superior in phrases of come to feel, but i was a little bit disappointed with the ends. They appeared to be thinner than i’m utilized to, but i use mine for braided extensions so it is best when they are a bit thicker. All round although, i might almost certainly reorder from them. It can be really very good high-quality, no weird smell and a fraction of the price tag of hair i’ve bought in the earlier and a great deal better. The curl sample is attractive, right after i washed it it dropped the curls a small additional but was even now nice and wavy, the waves/curls in fact make the hair appear tidier so i don’t glimpse so a lot of a mess after i have not brushed my hair for a though. It really is silky but has some grip so i can wear hairbands. I only employed two of the 3 bundles and though the hair is a little bit slender at the bottom, it looks comprehensive and i would decide on to wear the two again. I won’t be able to imagine of any flaws truly. In contrast to my past hair that charge an absolute fortune and was not truly healthy to be worn once again following i took it out, this appears to be like like it will past a whilst. I wouldn’t say the ailment has diminished at all in excess of six months or so.Reviews from purchasers :Great Quality Silky European Hair BundleBest hair I’ve ever usedHair seems to be good quality had it in a week and no tanglesᗷᑌy it ᗯitᕼ ᑕoᑎᖴiᗪeᑎᑕeNice hair and also silky but I will like to Good, but a little thin on the ends Lovely hair, so comfortable and fab high-quality.But im honestly happy i did and for the rate i received it.
