Thanks to their efforts, equal rights have been upheld in our community, and this student has one less challenge to face as he navigates teenage years. As they have done many times before, the federal government has stood up for the rights of all Americans.â€According to the Department of Justice, in recent years, the Justice Department and the Department of Education resolved a number of cases involving gender-based harassment in public schools. In 2012, the departments entered into a consent decree addressing harassment against students who do not conform to gender stereotypes in the Anoka-Hennepin School District, Minn. In 2011, the departments entered into an agreement with the Tehachapi Unified School District, Calif., to resolve a similar complaint of harassment against a gay student who did not conform to gender stereotypes. The Recreation Division has begun registration for the Men’s Summer Basketball League. The fee for the Outdoor Basketball League is $400 per team. The fees collected will go towards the costs of running the program. The fee is non-refundable. The fee also includes a game jersey. Rosters of up to 20 players may be submitted any weekday from 8:30 a.m. to 4:30 p.m. at the City Hall Office at 630 Avenue C, Room #13. The deadline for rosters and money is May 3 by 4 p.m. The season will tentatively start on May 30, 2017. Divisions will be formed on the basis of roster strength, as determined by league officials. As manager, your payment must include the cost for your entire team. Cash will be accepted and checks must be made payable to “City of Bayonne.” All teams must purchase Recreation Game shirts. DES MOINES — It’s been a week of catching up on the growing front after a wet spring put corn planting about two weeks behind. I-S-U Extension field specialist Rebecca Vittetoe the heat will help — but not all the corn will hit the mark in the old adage: “knee-high by the Fourth of July.” She says some of the earlier planted corn will make it — but the later planted corn will be lucky to be knee-high.The corn height is measured by the amount of vegetative growth or leaf collars as it extends upward, starting with V-1. “This week we’ve really seen the crops move along, you can almost see them grow with the heat we’ve been having,” Vittetoe says. “Corn, it probably ranges anywhere from V-2 or V-3 with the later planted corn. To probably, some of that corn is probably V-11, V-12.”The corn can grow to the V-19 or V-20 stage before it tassels out and starts the process of developing the ears. Vittetoe says she doesn’t like being out in this heat, but likes what it does to the corn. “The heat will definitely help it grow. And if we’re going to have hotter temperatures I’d like it — especially on the corn side right now. I don’t want it when the corn is going to be pollinating and tassling and forming that ear,” Vittetoe says. “Having the heat now is going to help push it along and once we reach tassel and grain fill, I’d like it to cool off so we can have a longer grain-fill period.”The corn is normally ready to start the tassling phase around mid-July, but she says that could be the end of July or early August this year. Vittetoe has talked with her colleagues and is hearing there’s a large variance across the state in corn development. “Some cases, I know like northern Iowa, especially northwest Iowa, they had really delayed planting. Other parts of the state, like southwest Iowa were not as delayed,” according to Vittetoe. “It does vary, and even varies within the county too, depending on who got the rain and if if was river bottom too,” she says.Getting the seed in the ground helps ease some of the concern for farmers. “Earlier in May there was definitely a lot of anxiousness. You could sense the stress just talking to people,” Vittetoe says. “You can still feel some of that anxiousness….it hasn’t been an easy growing season by any means. It’ doesn’t seem quite as much, you don’t feel it quite as much — but it’s still there.”The last U-S-D-A crop report listed 62 percent of the corn crop in good to excellent condition. Sixty-three percent of the beans were rated in good to excellent condition. The next report is due out Monday.

By John BurtonRED BANK – Mayor Pasquale Menna said he’s had enough with the organization overseeing the borough’s business district, over discussions of the long-debated parking garage. But the organization’s head insists the mayor is mischaracterizing its positions.Menna in an interview with The Two River Times this week expressed frustration with dealing with Red Bank RiverCenter, the not-for-profit management and advocacy organization for the borough’s commercial Special Improvement District. Menna said the governing body would be willing to “go it alone” with any plans to address the downtown’s chronic parking shortfall situation, if the business group were unwilling to participate.“The time for hedging is over,” Menna said. “The time for moving is now.”“He’s creating a problem that does not exist,” countered James Scavone, RiverCenter’s executive director, about any perceived conflict.The issues that Menna has with the business group in part concerns discussions about RiverCenter’s proposed $40,000 contribution, which would cover half the cost of an engineering study for the White Street municipal parking lot, a borough-owned property that would be the location of any future parking garage/multitier deck. The borough government would pay the other $40,000 for the study.Scavone has said his organization would like to see language included in the memorandum of understanding that would guarantee RiverCenter would be entitled to get its money back if garage construction plans don’t move forward in two years.RiverCenter has long campaigned for a garage to address the downtown’s parking deficiency that has had business owners complaining for years that it puts them at a disadvantage in trying to attract customers and visitors to the area.Scavone said at the Aug. 10 council meeting, “We’ve been down this road before,” with talks of a garage or other solutions eventually going nowhere.Menna this week said emphatically that a guarantee would not be included in any agreement. And RiverCenter can “keep its $40,000.”The mayor said borough officials may just move forward on their own with planning – without RiverCenter – if the organization kept to this and other positions that Menna said the organization held. That would mean the business group wouldn’t necessarily have a role in the process if RiverCenter continued to object. “I’m ready to tell them we’ll go it alone,” Menna said. Scavone, however, maintained that the guarantee was not necessarily a deal breaker. “I’ve said publicly a few times, we just want an answer to be able to determine how we would proceed,” he said. “We’re not necessarily saying no if that provision is no.” And there hasn’t been any direct conversation with Menna or any other official on this matter recently, he added.For Menna another sticking point is RiverCenter’s insistence the borough finance and be responsible for constructing any garage. “That is not acceptable to me,” he said. “That is an option the municipality should reserve for itself.”Menna has always maintained any garage “has to make sense” for taxpayers. He has said the most practical option would be to strike a public/private partnership with a private sector developer who would build it with a possible commercial or residential component included to make it financially viable.It would be a very difficult to convince primarily residential taxpayers – who live and vote here – to support bonding the millions of dollars it would take to build a garage, Menna has said on numerous occasions.RiverCenter has advocated a publicly constructed project, but again Scavone stressed the organization was open to discussions about all options. “We’re definitely keeping an open mind.”According to Scavone, meetings with parking experts have shown such public/private partnerships with private developers responsible for public parking facilities are very rare; most communities, like Morristown, wind up opting to construct and manage their own, he said.“I thought they were business people. They can’t take a reasonable risk after 30 years?” Menna said of RiverCenter’s members and their lack of skin in the game (with the 30 years referencing the organization’s nearly three decades). “I guess not.”Whatever direction the governing body may look to move on the parking issue, Scavone is convinced officials will need RiverCenter’s support to get it approved. He was also puzzled by the mayor’s tone. “I’m not sure why there seems to be a desire to drive a wedge between the business community and the residents at this point,” he wondered.

Nearly 5,000 died in Liberia, more than half of them cremated here in Boys Town, 20 kilometers (12 miles) south of the capital, Monrovia.“Community people want to break it down; but we have been talking to them to engage the government constructively,” community chairman Albert Reeves said. “But we cannot continue to control their emotions.”For now, no decision has been made on what to do with the building, which sits on an acre of sandy land. Heavy rains would sometimes extinguish the fires, meaning the men would have to repack the bodies and start again, recalled William Tokpah, a cremation worker who is now unemployed.He and his former co-workers now accuse the government of abandoning them once the outbreak got under control and there were no more bodies to cremate.“I did that to help my country,” said Tokpah. “But since then, the government has not paid any attention to us.”Tolbert Nyenswah, the head of Liberia’s Ebola response, denied the government had turned its back on those who assisted with cremations. But he said there are limits to what the government can do beyond trying to provide psychological support.“We feel obligated to every Liberian.
